Are we bound to follow the 2003 General Instruction of the Roman Missal?

Question:

Our priest said that we are not bound by the 2003 GIRM in the United States because it refers to a new translation of the Mass; only when the local Sacramentary contains the new translation will we be bound by it. Is he correct?

Answer:

The latest version of the General Instruction of the Roman Missal contains a Decree of Publication, dated March 19, 2003, which states, “Effective immediately, this translation of the General Instruction of the Roman Missal is the sole translation of the Institutio Generalis Missalis Romani, edition typica tertia, for use in the dioceses of the United States of America.”
