Answer:

Yes, the Catholic needs only to receive a dispensation through the local bishop, and the parish pastor can help take care of that. See The Code of Canon Law, canon 1127.2. See also canon 1108.1-2.

In addition, marriage preparation in one’s local Catholic parish will enable a Catholic and his or her pastor to share more deeply the Catholic Faith with one’s prospective non-Catholic Christian spouse.
