Answer:
Satan and the other fallen angels definitively chose to exclude themselves from communion with God, which is the classic definition of hell (CCC 1033, 392-393). At the same time, the devil is the prince of this, our fallen world, and thus is free to work against the kingdom of God until Christ’s Second Coming. It is our job to resist the devil, and we do so by staying close to God (James 4:7).
