Answer:

God judges people as to their eternal destinies, but in his mercy he doesn’t reject anyone. As in the parables of the Good Shepherd and the Prodigal Son illustrate, he seeks to save those who have gone astray. Yet God will not force us to have eternal communion with him. The “state of definitive self-exclusion from communion with God and the blessed is called ‘hell’” (the Catechism 1033, emphasis added).
