Question:

Is it a sin for a person in the process of getting a divorce to begin a new relationship?

Answer:

If one is a Catholic, was married in the Catholic Church, and is divorced, one might be able to have the marriage annulled. But until and unless one’s first marriage has been annulled, one is bound by the vows of that marriage and is not free to date.
