Welcoming Others After the Homily?

Question:

Can the priest ask the congregation to leave the pew to welcome others after the homily?

Answer:

Therefore no other person, even if he be a priest, may add, remove, or change anything in the liturgy on his own authority. (Sacrosanctum Concilium 22,3).

I’m not sure what justification a priest would use to defend such a request. There is nothing in the rubrics for Mass that would permit such an action.
