Conditional baptism is only performed when there is serious doubt as to the validity of a prior baptism. However, because a question does exist regarding its validity (otherwise it would be a straightforward baptism), and the sacrament of baptism cannot be repeated, a conditional baptism takes place in order to avoid confusion about sacramental theology.
No sacrament can be validly received prior to valid baptism, so first confession would take place after the conditional baptism.
