Can the Non-Ordained Preach?

Question:

Has there been any changes in the Church in the past few years that would allow a pastoral associate to give a homily even though he has about two more years before becoming a deacon?

Answer:

Someone studying to become a deacon is considered a layperson. Therefore, all rules that apply to preaching and the laity apply to him. The laity do not preach during liturgical services.  

Laity are generally permitted to give spiritual reflections at retreats, prayer meetings, and when bringing Communion to shut-ins.

Canon 766 does permit the laity to occasionally preach in church outside of Mass, but this requires the permission of the bishop, and this permission can only be granted if such an arrangement is necessary.
