Why hasn’t Russia been consecrated to the Immaculate Heart of Mary like Mary asked at Fatima?

Many of my friends grew up Catholic and now don’t believe in organized religion. They believe organized religions cause wars and problems. How can I get them to see that religion is not the problem?
